Abstract

The housing policy is currently one of the most recent sectorial policies of the coutry, and has received special attention from the Federal Government, onsidering that for decades that the lack of acess to adequate housing leads millions of people to settle in slums and other forms of poor housing, a phenomenon exacerbad by low investiment in housing by the States.he Local Plans for Affordable Housing (PLHIS) are being elaborated in the Brazilian cities and must be evaluated by housing councils.The data were collected through half-structuralized interviews with specialists who are directly connected to the housing area: technical team from the contracted company, technical team from the Municipal City Hall and technical team from the Government Bank - Caixa Econômica Federal. The important elements found in the PLHIS evaluation were: resolutivity indicators, popular participation and systematic operationalization of the programs exposed in the plans and in the systematic evaluations.
