EFFICIENCY OF HEALTH RESOURCE ALLOCATION IN THE LEGAL AMAZON DURING COVID-19

Abstract

Public administrators faced a difficult challenge in allocating healthcare resources during the last health crisis. The Legal Amazon, due to it is territorial peculiarities and being the epicenter of the pandemic, requires attention in its actions. The objective of this study was to assess the efficiency of health regions in the Legal Amazon in allocating resources during the Covid-19 pandemic. Using the DEA method, 77 health regions were analyzed, considering health resources as inputs and lethality and mortality rates as outputs. Only 11.69% of the regions were considered efficient, with Amapá standing out for the best result and Pará, Mato Grosso, Rondônia, Maranhão, Acre and Roraima with the worst performances. The health regions Norte Araguaia Karajá (Mato Grosso) and Vale do Guaporé (Rondônia) were identified as partners of excellence for a larger number of regions. The allocation of health resources proved to be inefficient, with better results in isolated regions. Investing only in the allocation of resources without considering social isolation and other public policies as integral parts of strategies to face the pandemic is not an ideal approach to contain the spread of the virus and safeguard the population's health.
