The other (eight) attribute their actions as indirect contribution to the development process. Respondents perceive the social management as the responsibility of the Municipal, demonstrating that there is still no collective movement and organized NGOs to take up this role to the local development process. There was no joint participation of NGOs in specific discussions on the development site. It is concluded that NGOs fulfill their role of existence and struggle for their cause, and this contributes to the development, however this effort is not adequately represented in the political space in which society can participate.
