TRANSPARÊNCIA E ACESSO À INFORMAÇÃO EM NIVEL LOCAL: UMA ANÁLISE DAS CAPACIDADES DOS MUNICÍPIOS GAÚCHOS

This article deals with public transparency at the local level. The objective is to identify and analyze the administrative, bureaucratic and technological factors that influence municipal actions related to transparency. The municipalities of the State of Rio Grande do Sul constituted the locus of this study. The work contextualizes, at first, public transparency as a fundamental attribute of democratic regimes, in addition to addressing it as public policy both globally and nationally, highlighting the Brazilian legislation that regulates it. For the analysis, the treatment of 497 municipalities to public transparency was observed, through their transparency portals, in addition to an online questionnaire submitted to municipal administrations in Rio Sul. The difficulties of the municipalities are located in the limitations of their governmental structures and in the absence of any organization in the area responsible for the treatment of information. The most worrying results concern the excessive concentration of municipalities served by the same company.
