this article compares Brazilian and Cuban laws on environment and the use of natural resources focusing on the electricity sector enterprises. The method was bibliographic and documental research and comparison between federal laws, the main policy for protecting the environment and the most important regulation for the use of electric power in the country. It concludes that the major problem concerning to the confrontation between economic development and environmental protection seems to be a practical decision on the most serious prejudice to be avoided. Meanwhile it founds that the analyzed laws point to a solution: the States option is prioritizing the protection for the environment.Downloads
