MUNICIPAL COUNCILS OF EDUCATION IN THE MICRO-REGION OF THE BICO DO PAPAGAIO - TOCANTINS: FUNCTIONING AND SOCIAL PARTICIPATION

The article intends to verify how the education councils of the Bico do Papagaio micro-region in the state of Tocantins, specifically in the cities of Augustinópolis, São Miguel and Tocantinópolis, are working and if they are guaranteeing social participation. Data were collected through interviews and research in official documents and analyzed by content analysis and documental analysis. The results show that the councils are bureaucratic institutions of the local administrations, whose creation took place to comply with the determinations of the current legislation in the country, not fully fulfilling the central function of monitoring and social control of the State by the civil society interested in the public policies of education. Finally, it was noticed that the social participation in the three education councils investigated is still very limited and incipient.Downloads
