SHARED SERVICES CENTERS: A STUDY ON THEIR ADOPTION BY MUNICIPALITIES IN SOUTHERN BRAZIL

Abstract

The objective of this study was to investigate the perception of municipal managers from southern Brazil as the acceptance and implementation of shared services Centers [CSC] in the management of municipalities. The adoption of CSC, as discussed in this survey, this aligned to New paradigms of Management 9-NPM. The population is 1,168 municipalities in the region South-Paraná [n = 399], Santa Catarina [n = 293] and Rio Grande do Sul [n = 496]. Non-probability sample and intentional is formed by the municipalities of southern region with population exceeding 50,000 inhabitants, resulting in 120 municipalities: RS [n = 43], SC [n = 26] and PR [n = 33]. The collection was through a questionnaire with Likert scale probes dichotomous and five points. Based on the answers of 102 respondents, the findings suggest broad acceptance and use of the CSC tool. For the implementation of the CSCs responders is important to enable the optimization of resources, processes, among other benefits. With respect to the use, respondents indicate a diversity of activities, among them, TI, bidding procedures, cleaning/maintenance/security, legal advice and audit (highest percentage of replies). Finally, the findings indicate that one of the main barriers to the implementation is the prevailing culture in public entities.
