Abstract

This research aims to analyze if the creation of the Consórcio de Desenvolvimento Sustentável da Quarta Colônia (CONDESUS), located in the state of Rio Grande do Sul, effectively contributed to the development of the region. The analysis covers the period 1991 to 2011, beyond the sub-periods 1991 to 1995 and from 1996 to 2011, the latter being associated with the period of operation of the consortium. The method consists of applying a model of regional analysis, which aims to identify the dynamic factors of competitiveness that had influence in the formation of the location quotient (QL) of the region of Quarta Colônia. Regarding the results, obtained at the 10% level, all explanatory variables can be considered meaningful. However, the dummy variable, which aimed to measure the impact of the CONDESUS on QL of Quarta Colônia, proved to be not significant. For this reason, it was not possible to say that the consortium influenced positively on regional development.
