Abstract

The aim of this paper is to analyze the process of regionalization, with regard to motivation, planning, financing and implementation process, the perception of health managers. We started from the review of the central theme based on constitutional principles, the construction of SUS is guided by the principles of universality, equity and integrity. The principles governing the organization are regional and hierarchical. Through qualitative approach, semistructured interviews were conducted with seven managers in a health region in the state of São Paulo and used the content analysis technique for the analysis. The process was ascending, driven by the initiative of the municipalities within the State in search for answers to the demands of the population and realized the need for integration between services and building a network of intercity. There was a significant increase of own resources in municipal health financing. There are inequities in funding and no conflicts to be overcome in the allocation of resources among municipalities.
