Abstract

The objective of this study is to propose a characterization of Local Productive Arrangements (LPAs), by means of indicators prepared in accordance with the definition of clusters proposed by the Ministry of Development, Industry and Foreign Trade (2011a). To this end, this characterization does not hold only the analysis of locational and sectoral aspects, but also considers the processes of interaction and learning of agents that form a cluster. In this sense, concurrently with the use of indicators of specialization and geographic concentration, the location quotient and locational Gini coefficient, respectively, this paper suggests the creation of the Index of Interaction and Learning (IIA), an indicator that will reveal the possible interactions between agents of the arrangement and, from these interactions, can categorize the clusters within a typology representing their state of development.
